Who can apply

You can apply for a free carer's parking permit if you are:

  • the owner or main keeper of the vehicle 
  • caring for a resident who lives in a controlled parking zone (CPZ)
  • getting Carer’s Allowance
  • a Foster Carer who resides within a CPZ in Waltham Forest (Foster Carer status will be confirmed via our Foster Team, proof of address must be supplied by yourself).

If you are an unofficial carer, you may be allowed to buy a permit. To apply, you must provide a doctor’s letter (from the recipient of care) detailing the level of care provided. Your eligibility for this will be assessed on a case-by-case basis, depending on your circumstances.

How much do carer's parking permit cost?

Carer's parking permits are free if you are in receipt of DWP allowance or are a registered Foster Carer who lives within a CPZ. Carer permits are chargeable as per residents pricing if you are not in receipt of DWP allowance or a registered Foster Carer.

Apply for or renew your annual carer's parking permit

Waltham Forest Council retains the right to carry our random checks on permits in order to check the information supplied in the application.

You'll need to:

  • register your account to use the service if you haven’t already
  • have a debit or credit card ready pay for your permit
  • have copies of your documents of proof*

*please note if you are applying as a Foster Carer please upload proof of address and a short covering letter stating you are applying as a Foster Carer under ‘Proof of Eligibility’. You must send us a copy of two documents to prove where you live: we accept utility bills, rent book or lease agreement, bank or building society statement, driving licence, car insurance document.

Photos of documents of proof will be accepted in the following file formats: DOC, DOCX, PDF, GIF, PNG or JPEG file.

If you don’t supply documents when asked, your permit may be cancelled and your vehicle will become subject to enforcement action.

Please allow 1 working day to receive a response from the parking control office about your online requests. If applying as a Foster Carer the application process may take longer, as we need to verify your status with the Foster team.

Renew your parking permit

If you want to renew an existing permit you’ll need your unique PIN number that is supplied in your parking permit renewal reminder letter or email if you have provided an email address.

To apply or renew by post you'll need to:

Payment should be made by cheque or postal order, made payable to 'LBWF'. Please do not send cash through the post.

Please allow 10 days for your permit to arrive.

You can drop off permit application forms at the following libraries:

This is a drop-off service only. Your applications won't be checked by library staff.

To prevent long delays getting your permit, remember to:

  • complete your form fully
  • include documents
  • include proof and payment 
  • provide your phone and email details (or we can't process your application, and your permit won't be issued)
