Council leaseholders

Our Positive Place programme launched in 2020. Since then, it has invested £800,000 in 44 resident-led improvement projects across the borough, enhancing numerous communal spaces and fostering a sense of pride in the community. 

A few examples of past Positive Places projects include:  

• an updated children’s play area at Attlee Terrace
• a multi-use games area (MUGA) on the Stocksfield Road estate
• upgrades to gardens at Cherrydown Avenue so residents can grow plants
• developed our community gardens at our sheltered housing schemes, Pelly Court and Holland House, for older residents to enjoy outside spaces
• converted two garages into a new community room in Aldriche Way 

The Positive Places programme is now complete, but we are continuing to invest in estate improvements. The remaining programme will now mainly be delivered via the Neighbourhood Community Infrastructure Levy (NCIL) fund. 

NCIL funding is where the council collects money from new developments within the borough that can be spent on local infrastructure projects. The funding is distributed to areas where new housing has been built. However, we will continue to seek funding for projects across the borough. 

NCIL funding has been granted for ten estate improvement projects. A few examples of the new projects are:

• Amber Avenue – repurpose grass verges to create community gardens​
• Attlee Terrace – renew old drying area and pram sheds into the community garden area​
• Tenby Court – develop food growing areas​
• Arkley Road – turn the hard surface area into a playground​
• Beresford Road – improve communal garden area and storage for residents 

We will involve and consult residents and councillors on our estate improvements to ensure Waltham Forest residents have a clear voice in making their community more enjoyable and welcoming.
