If you want to challenge a penalty charge notice please do not make any payment.

If you've received a PCN that was issued using closed-circuit television, you can view the video footage before submitting your challenge online.

Challenge your penalty charge notice (PCN) online

You can challenge your penalty charge notice (PCN) online.  You can view the penalty charge notice information including any photographs of the alleged contravention.  Once submitted you will receive an email confirmation, as long as you supply an email when submitting your representation.

If you want to challenge your PCN by email please send it to wfpcn@nsl.co.uk, you will receive an an automatic response confirming receipt. 

We aim to respond to representations within 20 working days.  

Please note once your case has progressed to debt registration stage, you would be required to file an Out of Time application with your Statutory Declaration/Witness Statement. 

You may apply using form TE7 (application to file a statement out of time), this application is only to extend time for filing the witness statement and not why you are disputing the original penalty charge.

If a protected characteristic, listed in the Equality Act 2010, or another condition makes it difficult for you to challenge or pay your PCN, we will be happy to consider what reasonable adjustments we can make to assist. Challenge your penalty charge notice by post

You can challenge your penalty charge notice in writing to the address below. Please allow enough time for us to receive and consider your challenge as it may take up to 20 days from the date we receive your representation.  We are unable to send a confirmation of receipt if challenging by post.
