Background
The Avenue Road estate was built in the early 1960s to help using Bisson concrete panels. This was a quick way of building which helped solve the severe housing shortage at that time.
Today, maintenance costs on the estate are high and the flats don't meet modern standards.
Timeline
- Spring / Summer 2019: Each household on the estate is asked to complete a Housing Needs Survey so we know what accommodation they require. Building Condition Surveys take place.
- Summer 2019: Gas supply is capped off to prevent it being used in the flats.
- Summer 2019: Waltham Forest Cabinet received a report and decided to allocate funding towards an options study on the future of the estate. Read full details in the report (PDF)
- Winter 2019: Options discussed with residents
- Spring 2020: Waltham Forest Cabinet receives report on options for the future of the estate.
- Autumn 2020: Resident engagement on proposals
- Winter 2021: Resident ballot on proposal. A majority of residents vote in favour of the proposal for it to go ahead.
- Spring / Summer 2021: Procurement process of the development partner
- Summer / Autumn 2021: Appointment of development partner, Bellway Homes
- Spring / Summer 2022: Detailed design and resident consultation
- Autumn 2022: Planning application submission. To view the planning application for the Avenue Road Estate regeneration scheme, visit the planning portal, and search the application by using reference number 222588.
- Winter 2022: Planning determination
- Autumn 2023: Bellway Homes was unable to progress with the development due to challenging market conditions and withdrew from the scheme.
Please note: This timeline is indicative and may be subject to change as it is dependent on the completion of each milestone. For example, we cannot start the procurement process of an investment partner until the Business Case has been approved.
- Autumn 2023 to Summer 2024: Reviewing options and working with Greater London Authority (GLA). We were successful in securing additional grant funding from the GLA to progress five sites across the borough, which also includes the Avenue Road Estate. We continue to agree on the financial model to regenerate the estate.
- Summer 2024: Cabinet Meeting to approve additional GLA funding.
- Winter 2025: Cabinet approved revised delivery proposals.
- Spring to summer 2026: Resident engagement sessions.
- Spring to summer 2026: Final terms agreed with institutional investor partner.
- Summer 2026: Cabinet report to approve final terms and financial model.
- Summer 2027: Start onsite of phase 1 - 116 social houses.
- Winter 2029: Completion and occupation of phase 1 social houses.
- Spring 2030: Start onsite phase 2 - 501 mixed tenure homes.
