Highams Park is a small yet unique district centre in the north of Waltham Forest with a range of small independent retailers as well as a large supermarket and associated mixed-use development. It benefits from access to the London Overground network to Liverpool Street, with underground interchange at Walthamstow Central and proximity to high-quality green open spaces, including Epping Forest.

The area has an adopted neighbourhood plan led by The Highams Park Planning Group who were also successful in securing GLA High Streets for All seed funding to transform the station forecourt into an active community space. The Council continues to work closely with the Planning Group to develop and implement the Levelling Up Fund programme set out below.

Levelling Up Fund for Highams Park

In March 2023, Waltham Forest Council was successful in securing £8.4m of funds to enhance high streets and town centres, parks and open spaces in Chingford Mount and Highams Park, encouraging more footfall that will support businesses and boost the local economy, while improving health outcomes, community safety and cohesion. On top of this, Waltham Forest has secured £1.9m that is being invested in associated projects, bringing the overall investment package to £10.3m.

Highams Park town centre will be given an economic boost with new spaces for startups, small businesses and communities in the station car park while retaining vehicle access. 

Enhancements to the high street will including repaving, new seating, rain gardens to reduce the risk from flooding, and more street-lighting to help people feel safer. 

Aldriche Way, a new link that will enable the connection between Signal Walk and Aldriche Estate.

As part of the improvements to the town centre, the Signal Walk play area, just opposite Tesco will be resurfaced and new play equipment will be installed to create an enhanced town centre play space.

Rolls Park tennis courts will be revamped with new surfacing, court covers and flood lights. 

There are also other opportunities we are exploring in Rolls Park, with this funding or future funding, such as making the paths more accessible, introducing a Padel Tennis court, and improving the park entrance. 

Other projects in the area include plans to transform the West Essex Cricket Pavilion in Rolls Park.

Engagement with residents

In autumn 2023, we began further engagement on the improvements with Highams Park residents online through our engagement platform Commonplace, and at Highams Park events. 

We met with residents at the French Market on 10 October, at the Highams Park Planning Group meeting in November, and at the Highams Park Christmas Market on 10 December.
