Vehicles seized in crackdown on persistent evaders
Seven vehicles belonging to persistent evaders, drivers with multiple unresolved penalty charges, have been seized from our streets in our latest compliance operations.
The joint operation in partnership with service providers NSL and the Metropolitan Police targeted non-compliant vehicles across the borough, many linked to fly-tipping or operating as illegal scrap metal collectors.
Under the 2004 Traffic Management Act, non-compliant vehicles can be removed immediately, and a penalty notice charge issued to the owner. Depending on the vehicle’s condition, it can be either recycled or auctioned if its owner fails to pay the fine and claims the vehicle within 42 days.
Among the vehicles seized were two white lorries linked to £30,000 and £10,000 worth of unpaid fines respectively. Another vehicle was identified as stolen and reported to local police before being removed.
Cllr Clyde Loakes MBE, Deputy Leader of Waltham Forest Council and Cabinet Member for Climate and Air Quality said: “We know that safe, clean streets are a top priority for residents. Acting against abandoned vehicles, persistent evaders, and fly tippers is an important part of this.
“According to Transport for London data, approximately 10 per cent of traffic contraventions are committed by persistent evaders of parking and traffic regulations. By seizing these nuisance vehicles, we’re sending a clear message to persistent evaders that this behaviour will not be tolerated.”

We can only issue penalty charge notices (PCNs) for parking offences such as a vehicle parking across your driveway or on yellow lines.
For vehicles parked dangerously or causing an obstruction (but not on yellow lines) the Metropolitan Police should be contacted on non-emergency number 101.
