Cabinet approves revised plans for Avenue Road Estate regeneration

The regeneration of Avenue Road Estate has reached a major milestone. Earlier in December, Cabinet approved the revised proposals for the estate’s transformation, delivering on the commitment made to residents in the 2021 ballot.

This decision paves the way for the next steps. We are now working towards finalising contractual terms with the investment partner, which will go back to Cabinet for approval in summer 2026. These actions bring the project closer to starting on site and is a new approach to delivery, in response to the withdrawal from the regeneration by the council’s previous development partner in 2023. 

What’s planned? 

Phase One of the regeneration will deliver a brand-new block of 116 social rented homes on the Avenue Road estate. The first phase of the regeneration project completes in late 2029. The regeneration of Avenue Road will provide 617 new homes in total, including 242 for social rent, 31 affordable homes, and 344 private homes. This new delivery approach follows the withdrawal of the council’s previous development partner in 2023 and will provide the much-needed new high-quality homes for residents.

Residents remain at the heart of the regeneration 

In the new year, there will be a series of engagement activities to ensure residents remain at the heart of the regeneration process. This includes weekly project shops, meet your Councillor session and online zoom meeting with the Avenue Road Residents’ Regeneration Project Group (ARRRPG). The ARRRPG is made up of 12 estate residents and continues to play a vital role in shaping the project. They work closely with the council to challenge ideas and make suggestions, ensuring the community’s voice is heard. 

Councillor Ahsan Khan, Deputy Leader and Cabinet Member for Housing and Regeneration, said: 

This is a significant moment for the residents of Avenue Road who have waited so patiently for progress. We know it’s been a long journey since the 2021 ballot, and we truly appreciate the community’s patience, resilience and commitment throughout this process. The withdrawal of the previous development partner in 2023 was a setback; however, these revised plans have put us back on track to deliver the high-quality, affordable homes that families deserve. Our priority is to keep residents at the heart of every decision, ensuring this transformation creates a thriving, inclusive community for generations to come.
