Neighbourhood plans give communities more of a say in the development of their local area.
Neighbourhood plans were introduced by the Localism Act. It enables communities to draw up a plan for their area and is intended to give communities more of a say (within certain limits) in the development of their local area.
Neighbourhood plans are led by authorised community organisations – a neighbourhood forum. In accordance with the Neighbourhood Planning Regulations (2012), community groups intending to take up neighbourhood planning will first need to apply to the Council for neighbourhood area/forum designation.

The Council is encouraging the preparation of neighbourhood plans as 'Community Plans'. When prepared these will be adopted as a Supplementary Planning Document without necessarily proceeding through the formal stages of independent examination and a referendum.
