Support for children who do not attend an early years setting

Support for under‑5s not in early years settings, from universal to specialist SEND help.

A range of free support is available as part of a graduated approach in line with the SEND Code of Practice and Early Years Inclusion Pathway to support children where there may be concerns that they are not making expected levels of progress, and to establish whether they may have learning developmental delay/SEND. 

Universal support

  • a range of free activities, information and support available as part of the Best Start in Life Offer in Family Hubs   
  • drop in sessions with Speech and Language Therapists as part of Best Start in Life Offer
  • support from Health Visitors as part of the healthy child programme 

Targeted support (as part of Early Years Inclusion Pathway)

  • Learning Together programme for under 2’s
  • Learning Together Preschool programme for children 2 years and over
