About Local Plan Part 2

Part 2 of the Local Plan allocates sites for future development, along with detailed requirements relating to land use, layout and design, biodiversity, infrastructure and other matters. 

The new Waltham Forest Local Plan is formed of two parts. Local Plan Part 1 was adopted on 29 February 2024. This establishes the borough-wide spatial strategy, including the borough’s housing requirement, and sets development management policies. Local Plan Part 2 is a Site Allocations document, which allocates specific sites for a range of uses to deliver the Council’s spatial vision, objectives and development requirements to achieve inclusive growth. It contains both strategic and non-strategic sites and has been prepared in line with the recommendations made by the Inspectors who examined Local Plan Part 1.

Developers will need to meet relevant policies and requirements in both Part 1 and Part 2 of the new Waltham Forest Local Plan when applying for planning permission. 

Submission and Examination

The London Borough of Waltham Forest Local Plan Part 2: Site Allocations was submitted to the Secretary of State for Independent Examination on 18 December 2024.

Inspector David Troy BSc (Hons) MA MRTPI from the Planning Inspectorate has been appointed by the Secretary of State to carry out the examination of the Waltham Forest Local Plan Part 2: Site Allocations.

The Inspector will consider the comments made in response to the Regulation 19 consultations and identify various matters, issues and questions to consider as part of the examination.

Programme Officer

Louise St John Howe has been appointed as the Programme Officer.

She is an independent officer of the examination and works on the Inspector’s behalf, organising and managing the administrative and procedural matters of the examination process.  The Programme Officer acts as the contact for anyone who has an interest in the examination, liaising between the Inspector, Representors and the Council.

Any matters that you may wish to raise with the Inspector should be submitted through the Programme Officer.
