Local development scheme (LDS)

The Local Development Scheme (LDS) sets out the scope and programme for the strategic planning policy documents (known as Development Plan Documents) that the Council want to prepare.

 The Council has adopted a new LDS on 29 February 2024. 

In December 2024, the Deputy Prime Minister wrote to all local planning authorities asking them to produce an updated LDS within 12 weeks of the publication of the new National Planning Policy Framework (NPPF), i.e. by no later than 6 March 2025.

The Council has produced a draft of the new LDS, however a resolution of the Full Council of Waltham Forest is required in order to bring an LDS into effect, as per section 15(7) of the Planning and Compulsory Purchase Act.  The next meeting of the Full Council is scheduled for the 24 April 2025.  A draft version is therefore being published online now.  If it is approved for adoption, this draft will be updated and will replace the previous version from February 2024.
