The Government have asked councils to deliver a number of different grants to support businesses through Covid restrictions. On this page you will find details of what these grants are and how to apply.

The grants described are:

  • Restart Grants (scheme to support business whilst trading restrictions are relaxed)
  • Local Restrictions Support Grants (payable during the periods of tier and national restrictions)
  • Discretionary Grants (schemes to support certain businesses not covered by other grants)

Local Restrictions Support Grants: The application deadlines for all but one of the Local Restrictions Support Grant schemes have now passed.

Applications for the period of the third national lockdown (16 February to 31 March 2021) close on 31 May 2021. Successful applications will be paid by 30 June 2021.

All other Local Restrictions Support Grants will be paid by 30 April 2021.

This grant is available to support the recovery of the high street as Government trading restrictions are relaxed. This grant scheme replaces the Local Restrictions Support Grant.

There are 2 different strands to this grant funding:

  • businesses considered non-essential retail; and,
  • businesses trading as hospitality, accommodation, leisure, personal care or gyms.

These are the only business types eligible under this scheme and in order to receive the funding the business must be registered for Business Rates.

Definitions for the purposes of this scheme are as follows:

  • Non-essential retail definition: a business that is open to the general public and is used mainly or wholly for the purposes of retail sale or hire of goods or services, where the primary purpose of products or services provided are not necessary to the health and well-being of the public.
  • Hospitality definition: a business whose main function is to provide a venue for the consumption and sale of food and drink
  • Leisure definition: a business that provides opportunities, experiences and facilities, in particular for culture, recreation, entertainment, celebratory events, days and nights out, betting and gaming
  • Accommodation definition: a business whose main lodging provision is used for holiday, travel and other purposes.
  • Gym & Sport definition: a commercial establishment where physical exercise or training is conducted on an individual basis or group basis, using exercise equipment or open floor space with or without instruction, or where individual and group sporting, athletic and physical activities are participated in competitively or recreationally.
  • Personal care definition: a business which provides a service, treatment or activity for the purposes of personal beauty, hair, grooming, body care and aesthetics, and wellbeing.

The grant amount payable under each strand of the scheme is dependent on the rateable value of the premises being claimed for – the higher the rateable value, the higher the grant. Three bands are used:

  • Rateable values under £15,001
  • Rateable values £15,001 to £50,999
  • Rateable values £51,000 and over

Payments will be made from 12 April 2020. Initially payments will be made to eligible businesses that have already received a Local Restrictions Support Grant. These payments will be automatically made and for these businesses no application is required.

How to apply for a Restart Grant

To apply you will need to complete the online form linked below. Please have to hand:

  • Your Business Rates account number (found on your bill)
  • Your company number
  • A recent bank statement
  • Your VAT registration number (if applicable)

These grants are available to businesses that have been subject to a legal requirement to close, or have had the way they normally operate affected by specific regulations and restrictions, such as legal limits on the hours they operate.

These grants are only paid to business that are liable for business rates and are paid to the business rates account holder.

The rateable value of the premises being claimed for determines the value of the grant and three bands are used:

  • Rateable values under £15,001
  • Rateable values £15,001 to £50,999
  • Rateable values £51,000 and over

Businesses with more than one premises may be eligible for a grant for each location, (subject to subsidy regulations). Each premises must meet the eligibility requirements and each must have a separate ratings liability. A separate application will be needed per location.

If you have already submitted an application for any of the previous Local Restrictions Support Grants, you do not need to submit anything else to access the remaining grant.
