As of 1 April 2016, the fee is £650 for a single dwelling for a licence period of up to five years.
The licence fee covers the application for a PRPL and licences are issued for a maximum of five years.
This fee is non-refundable for submitted applications - or if you sell or stop letting your property.

Before you start the process it is essential that you read the requirements and property standards of PRPL.
Also you need to prepare the information or documentation you need before the application.
Preparing your application
Anyone applying for a licence is advised to read the list of key information and documentation and prepare mandatory documents (as applicable) in advance of starting your application.

- All required documents need to be uploaded with the application and need to be in digital form
- You should arrange to scan your documents so that they are ready to be uploaded as attachments to your application, or contact your supplier for digital copies. The system will accept multiple formats including .doc, .docx, .pdf, .xls, .xlsx. Each file must not exceed 2MB
- Supporting documentation is uploaded at the end of the application form, once you have progressed through licence payment

Register for a My Services account
Before applying, you need to register for a MyServices account. It means you can view your submitted licences and complete saved licences.

Apply for a private rented property licence Click to get info
Once you have registered for a My Services account, you’ll need to complete your licence application(s).
Please make sure you complete your applications correctly.
- The application form will not work correctly in Internet Explorer 8 or below. Use Chrome, Firefox or the latest version of Internet Explorer
- The form is not designed to be completed on your phone
- Partially completed applications which are not accessed for more than 90 days will be removed from your MyServices account
- Errors cannot be amended and will be subject to the licence application fee. Also, any unsaved applications will be lost.
If you are applying for five or more property licences you can choose to make single payments for multiple applications during your application.
Payment is made online with a debit or credit card as part of the licence application. We can’t accept American Express or Diners Club.

Apply for a temporary exemption Click to get info
You may be eligible for a three month temporary exemption in the following circumstances:
- the property is in the process of being sold
- the owner has given the tenants notice and the property will be sold
- the owner of the property is moving into the property
- the property is in the process of being converted into a commercial premises
- if a licence holder has died the licence is terminated and a temporary exemption notice may be issued
Landlords of properties that are subject to licensing and which have been let for an extended period since the scheme began in April 2015 will not normally be granted a temporary exemption. A recent change in circumstances to one of the criteria above does not negate the historical legal requirement to hold a property licence in Waltham Forest.
If you think that your property may fall under one of the above criteria, you must make a temporary exemption application. Please be sure to include evidence, which will be reviewed at the council’s discretion and may be refused.

What happens next?
Once your application has been submitted and paid for, the licence application will be checked to verify that all information has been provided.
If any information is missing you will be contacted and asked to submit the missing information.
Once the application has been made in full, it will be assessed. This will normally take no longer than 28 days.
All licenced properties will be subject to selection for inspection
Change in circumstances Click to get info
The licence holder and/or their property manager must inform the council within 10 working days of any changes in their circumstances.
They can inform the council via the private rented property licence enquiry form.
Disagree with a decision? Click to get info
If you disagree with the decision, you’re entitled to make a complaint directly to the council.
Also, you can appeal to the residential property tribunal within 28 days if you disagree with any of the council’s decisions.

Several of the property licence conditions require landlords to maintain privately rented homes in a reasonable state of internal and external repair.
The council has produced you a set of standards for private rented property.
This document is intended to guide landlords as to the standard of repair that the council would expect to be achieved and maintained in privately rented accommodation. The guidance is principally aimed at houses and self-contained flats occupied by a single household and, in addition to covering reasonable repair, provides information regarding space standards and housing hazards. Additional requirements do apply to multiply occupied housing [HMOs] and buildings containing flats.
