Arts and Events Service

The Arts and Events Service carries out the following activities:

  • The co-ordination, development and direct management of a range of formal and informal arts activities with a particular focus on disadvantaged groups
  • Developing partnerships with the voluntary arts sector, creative industries, learning providers and community groups to increase opportunities to participate in arts activities
  • Management and development of the Changing Room Gallery and East London Drama and Music Centre, Drapers Field
  • Commissioning and project management of art in public places
  • Promotion, coordination, development and direct management of a range of events and festivals that reflect the cultural diversity of the borough
  • Promoting visitor attractions in the borough
  • Investigating and co-ordinating applications for additional funding to enhance arts opportunities in the borough particularly for disadvantaged groups

Supporting artists and organisations to research, develop and innovate 

As part of the Great Places Cultural Connections Programme, funded by Heritage Lottery Fund working with Arts Council England and Historic England, we are launching a pilot grant programme for 2017 to enable artists and arts organisations to apply for funding to innovate and create new partnerships and work. This funding is accompanied by a package of support involving peer mentoring and masterclass opportunities.

This ‘catalyst’ funding is a new approach for 2017; it has been developed to complement our main Arts Development funding stream and recognises that the seeds of the best new work and creative partnerships often begin with experimentation and creative risks without the pressures of direct delivery.

Purpose of grant

We want to enable artists and organisations to create new and innovative partnerships to inform the making of new projects or work. To allow time and space to take creative risks and expand their practice and to innovate, experiment and explore working at scale.

This funding encourages applicants to take creative risks – we want to see projects succeed but accept that some experiments don’t work out.


Applications can be made by individual artists or arts organisations only.  Proposals covering all art forms will be considered and we want to explicitly encourage unusual or cross-disciplinary partnerships.

No proposals will be funded retrospectively. Please ensure your project start date is after Friday 22 December.

Applicants must be at least 18 years of age.

Applicants must live or work in Walthamstow (E17) but can propose partnerships with artists, organisations, community groups, education providers or companies who are based locally, nationally or internationally. The project must be delivered in Waltham Forest.

Closing date

The deadline for applications 5pm on Friday 17 November

Applications received after this time will not be accepted.

Purpose of grant

To enable and support innovation within the local community to deliver arts based creative activity and cultural events that will engage a wide and diverse audience across Waltham Forest.  The grants will provide an opportunity to trial new ideas and also to further develop successful initiatives that have already been piloted and delivered in the borough.


Applications can be made by individuals, community groups, and organisations who have an annual income below £250,000. Applicants must be at least 18 years of age, and must live or work in Waltham Forest, or have a strong connection with the borough. The project must be delivered in Waltham Forest and/or be exclusively for Waltham Forest residents.
