Who we are and what we do
In September 2024, Central Government announced the Warm Homes: Local Grant to fund tackle fuel poverty by supporting local authorities’ delivery of energy performance and low carbon heating upgrades to low-income homes in England.
As part of a consortium led by the Greater London Authority (GLA), Waltham Forest has been allocated funding under the Warm Homes: Local Grant scheme. This funding will support energy efficiency improvements for low-income residents living in privately owned and privately rented homes. The grant will boost efforts to decarbonise homes in the borough and reduce energy bills, to make a real difference to residents.
Retrofit installations under the Warm Homes Local Grant will be delivered on behalf of the Council by Kanopiworks, the retrofit arm of the Council’s own limited company, Service Store.
The Climate Emergency team at the London Borough of Waltham Forest Council are working with HEET (Home Energy Efficiency Training Ltd) to support residents who require help with their application and overall retrofit journey. Download their privacy notice here.
The Climate Emergency team is also working with Hestia Heath and Homes Ltd, Trading as Domna to carry out a pilot project to undertake outreach to owner-occupied and private rental properties in the Borough. The aim is to deliver transformative energy upgrades to residents in low-income areas, targeting households burdened by high energy bills and striving to make a tangible impact in alleviating fuel poverty across the borough. Domna uses technology to make retrofits more accessible and make it easier to identify properties that need measures to improve residents' home energy efficiency.

Why we need your information and how we use it
The purpose for which we are processing your personal data is to support the delivery and administration of the Warm Homes: Local Grant pilot scheme.
The Council will use property addresses provided in Warm Homes Local Grant applications to verify whether the property is appropriately licensed under the Council’s property licensing schemes, as required by the Housing Act 2004. This check is carried out under the Council’s statutory public task to uphold housing standards and does not affect eligibility for the Warm Homes Local Grant. No licensing-check results will be shared with external partners.
The lawful basis for the processing
We will only ask for personal information that is appropriate and proportionate to enable us to deliver our services effectively.
The legal basis for sharing your data is for the delivery of public tasks as set out in UK GDPR Article 6 (1)(e). Processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller. Such as mitigating fraud or error in connection with past, current and future energy efficiency and low carbon heat grant funding schemes.

An additional lawful basis for processing your data is consent, which is gained by either filling in Domna’s application form or by filling in our application form for Warm Homes: Local Grant. By filling this in, you are giving your consent to being contacted to support your application.
The processing of landlord licenses is lawful under the Housing Act 2004, particularly Section 85(4) and Section 95. Respectively. These require the Council to take all reasonable steps to ensure that all applicable PRS properties have a licence and make it an offence for a person to manage or control a PRS property which should be licensed but is not licensed.

How long we will keep your information
Your personal data will be kept by us for a period of up to 8 years as defined by government requirements.
