Who we are and what we do
ECO4 Flex is a household referral mechanism within the wider ECO4 Scheme which enables Councils to widen the eligibility criteria for ECO, allowing them to tailor energy efficiency schemes to their respective sector. The Climate Change Team at Waltham Forest Council process these applications on behalf of approved installers. The team checks evidence provided as part of the application to ensure the applicants meets the route eligibility criteria. We then notify Ofgem that this has taken place, to enable the application to be progressed.

Information we hold about you
In order for us to assess your eligibility as part of the ECO Flex scheme, the approved contractor will collect evidence which is passed onto the Climate Team. Therefore, the information held will include:
- Address
- Postcode
- Flex referral route e.g. medical condition category
- Flex referral route evidence e.g. income evidence
- Date of application
Why we need your information and how we use it
This information is held for the purpose of processing ECO Flex applications.
The Council is required to confirm the eligibility of the resident and provide a declaration to the energy company or installer completing the funded works on your home.
The lawful basis for processing data
We are processing your data based on consent provided to the energy company or approved contractor as part of your application. They will obtain your consent to pass this information onto the Climate Change Team at the Council at the point of collecting the evidence to progress your application.
You can withdraw your consent at any time by contacting the energy company or contractor that you applied to, and this data will be removed from our systems if it has already been shared with us.
Who your information will be shared with
The address data and number of the ECO Flex eligibility route your application is being processed under is shared with Ofgem under The Electricity and Gas (Energy Company Obligation) Order 2022.
How long we will keep your data
This data is held for 3 years as required by Ofgem to be able complete audits of Council’s ECO Flex declaration process.
