Our statutory duties


All local authorities are now obliged by law to take action to prevent people from being drawn into terrorism. This duty includes all forms of extremist ideology, including the far right and Islamist extremism, Irish Republicanism and animal rights extremism.

The government’s national Prevent strategy has three aims:

  • Respond to the ideological challenge of terrorism and the threat the country faces from those who promote it.
  • Prevent people from being drawn into terrorism and ensure that they are given appropriate advice and support.
  • Work with sectors and institutions where there are risks of radicalisation that need to be addressed.

In Waltham Forest we carry out our Prevent duty by:

  • Training our staff on the risks posed by extremist ideology.
  • Working with partners to ensure they have the knowledge and skills to address possible radicalisation within their organisations.
  • Ensuring that publicly owned venues and resources do not provide a platform for extremists, and are not used to promote or spread extremist views. Our Community Premises Protocol, which outlines how Council-run venues can be used, is an example of this.
  • Running our Channel programme, which is designed to support individuals who may be at risk of radicalisation.
  • Running projects in the community to promote community cohesion, encourage values in a modern and increasingly technological world, and help tackle the risk of radicalisation.

Our Prevent duty does not allow the council to carry out any undercover activity or spy on anyone in the community. It does mean that on occasion we may share information with other organisations like the police, where it is appropriate to do so and in accordance with the law, for example, if we are aware of an issue that could threaten public safety.

We understand that the words extremism, radicalisation and prevent can often lead to misconceptions about the positive work going on.
