£200 million of investment in Walthamstow Town Centre to bring hundreds of new homes, jobs, retail space, rejuvenated Town Square and new underground station entrance
The plans to redevelop The Mall in the heart of Walthamstow were approved by Waltham Forest Council’s Planning Committee on Wednesday 27 January 2021, subject to final sign off by the Mayor of London. The development will bring significant investment and opportunity to businesses and residents alike.
Bringing hundreds of new homes, jobs, retail space
This approved scheme will bring £200 million of private investment, provide 5,000 sq metres of new retail space, 350 new permanent retail jobs, 500 new jobs during construction, 538 new homes, a new children’s play area and re-landscaped town square.
Capital and Regional, which owns The Mall shopping centre in Walthamstow, submitted two new planning applications for works at The Mall and, working with Transport for London, to enable the delivery of a new step free entrance to the Victoria Line at Walthamstow Central Station. These applications replaced proposals that were originally granted planning permission in 2018. The Mall application will now be referred to the Mayor of London, who will make a final decision on whether planning permission can be granted.
Taking on board local residents feedback
These new applications built on the previous planning permission, taking on board local resident consultation feedback and changes requested by the Council, such as retaining most of the lime tree in the avenue. Capital and Regional have worked with the Council to maximise the amount of affordable housing generated by the scheme, including below market rent homes in the development and over £7m to deliver further affordable housing nearby.
The approved planning applications propose changes to the previously consented redevelopment that will:
- Retain the avenue of lime trees in the Town Square and provide a new and improved children’s play area as part of the rejuvenation of Walthamstow’s main public space
- Move the residential towers back from the Town Square and create a more active street frontage on Selborne Road
- Provide 538 homes that are for local people to rent, including 99 homes discounted below market rent levels, alongside a contribution of £7.3 million to enable delivery of additional affordable homes in the wider area
- Facilitate a potential new step-free entrance to Walthamstow Central underground station at the entrance to The Mall
