Waltham Forest has embraced the concept of social value as a key driver for its economic, environmental and community development. By following the Social Value TOMs (Themes, Outcomes, and Measures) framework, The Council aims to create long-term positive impacts for our residents.

To accomplish this, Waltham Forest has collaborated with the Social Value Portal to develop a Local Needs Analysis (LNA) tool. This tool examines various data sources, including demographic information from local government reports, to identify the specific challenges and priorities of the local population. It involves close engagement with potential suppliers and stakeholders to understand the local community's needs.

The LNA tool has been developed to assist suppliers and stakeholders in comprehending the local social, economic, and environmental needs. The LNA tool will help tailor social value initiatives to address urgent issues, maximise impact, demonstrate commitment to community well-being, and align with the Council's Borough missions. The tool provides real-time data updates and easy-to-share insights, enabling better decision-making and more compelling social value bids. 

By working closely with suppliers and the community, the Council aims to ensure that its Social Value initiatives are genuinely responsive to local priorities and have the potential to create significant, lasting social impact
