The COVID-19 Additional Relief Fund (CARF)

This relief is applicable to the 2021/ 2022 financial year and was introduced by the government to support those businesses affected by the pandemic but were ineligible apply for existing Business Rates support (e.g. expanded retail relief).

The award of this relief is at the discretion of Waltham Forest Council. Any applications for this relief will be considered in line with our policy for the COVID -19 Additional Relief Fund. However, the government issued guidance confirms that the following circumstances cannot be considered for award under this scheme regardless of the policy adopted:

  • Rate payers who, for the same period of the relief, either are or would have been eligible for the Extended Retail Discount (covering Retail, Hospitality and Leisure), the Nursery Discount or the Airport and Ground Operations Support Scheme (AGOSS);
  • unoccupied hereditaments (other than hereditaments that have closed temporarily due to the government’s advice on COVID-19, which should be treated as occupied for the purposes of this relief);
  • Hereditaments occupied by billing authorities, certain governing authorities (e.g. a parish or county council) or a functional body.

The funding for this scheme has been limited by government allocation.

How to apply

IMPORTANT: Please note, an application will need to be made for each qualifying hereditament you occupy.

If you meet the eligibility criteria, you can apply through our grant’s approval portal (below). Only applications via this portal will be considered.

The deadline for applications is 11:59pm on  Monday 15 August 2022.

Before completing the form, you must have the following information to hand:

  • Business property reference - the portal will assist you to find this
  • Business rates account number - you can find this in your online account (this information is not available over the phone)

When you log into the portal, please enter quick code, 652A2C, which will take you straight to the relief form.

Review of your application and notification of decision

We aim to consider applications for this relief within 21 days of receipt.

Relief awarded

If your application is considered and it is confirmed that you qualify for this relief, then a revised bill will be issued confirming the reduction.

Relief refused

If your application is refused, the officer processing your application will respond via email to advise the reasons. This email will include information in relation to our review and reconsideration process.
