Retail, Hospitality and Leisure (RHL) Relief scheme
With effect from the 1 April 2026 businesses who are currently in receipt of the 40% relief for RHL will no longer receive this relief.
The government has announced new RHL multipliers for businesses that qualify under the new legislation.

Transitional Relief Supplement (TRS)
Business Rate payers who do not receive Transitional Relief or Supporting Small Business Relief will have a 1p supplement applied to their Business Rates bill from 1 April 2026 for 1 year only to help pay for the transitional relief scheme.
Small Business Rates Relief (SBRR) 12-month grace period when taking on a 2nd property
If your business takes on another property, which would otherwise mean the loss of small business rate relief, you’re now entitled to relief on the first property for 36 months from the date on which you occupied the new property, with effect from 1 April 2026.
Pubs and Live Music Venues Relief
In 2026/2027, all pubs and live music venues will benefit from a 15% Business Rates relief on top of the support announced at the Autumn Budget on 26 November 2025. The bills will then be frozen in real terms for a further two years.
Valuation Office Agency (VOA)
Revaluation
The VOA have announced there will be a new revaluation effective from 1 April 2026. For the 2026 revaluation, the revaluation is based on rents as of 1 April 2024.
The VOA have updated the rateable values for all commercial and other non-domestic properties in England and Wales. These future values will take effect from 1 April 2026.
The last revaluation carried out by the VOA was in 2023.
Rateable values are based on how much it would cost to rent a property for a year on a set valuation date.
