Apply for a parking permit

The Council provides a range of parking permits to its residents and local service users.

The Council may issue parking permits to residents who keep vehicles on a full-time basis within a controlled parking zone (providing specified criteria is met). Temporary residents permits are also available in special circumstances and residents are permitted to buy visitor vouchers whether they keep a vehicle or not.

Residents who are aged 70 and over and live in a Controlled Parking Zone are entitled to one book of 30 one-hour parking permits per rolling 12-month period, for the zone to which they live.

Please note: Residents living within a car free development located within controlled parking zone will not be entitled to a residents permit but can still purchase visitor vouchers.

The council may also issue permits to charities essential workers, market traders, school run participants and businesses operating within a controlled parking zone.

Parking permits may not be issued if the applicant has outstanding Penalty Charge Notices.

Apply for a residents parking permit

In order to obtain a resident's permit you will need to provide the relevant evidence to prove you live in a controlled parking zone (CPZ) within the London Borough of Waltham Forest. We will also need to see evidence that you are the owner or keeper of the vehicle you are applying for.

You may not be issued a permit if you have any outstanding Penalty Charge Notices.

In applying for a resident permit you will be bound by our terms and conditions.

How the resident parking permit works

Each permit is valid for one vehicle only.

The permit displays the initials of the controlled parking zone it is for.

Application process

To apply for a permit you will need to provide:

  • Your name and address
  • Your vehicle details
  • Proof of residency and vehicle ownership
    Please note: Only the original documents are accepted

Offensive or defamatory material will be deleted.

Please note: You will be asked for your Council tax details as proof of residency. If you are able to provide your Council tax number we can use this to check the number against the council tax database. If your council tax number is sufficient to verify your residency you will only be required to supply evidence confirming that you are the owner/keeper of the vehicle.

Proof of residency

You must provide two documents (dated within the last three months) with your name and current address on. For example:

  • Utility bill (gas, electricity, telephone)
  • Rent book or lease agreement
  • Bank statement
  • Driving licence/car insurance
  • Building Society account

Mobile Phone bills not acceptable.

Temporary one month permit

  • Company vehicle
    Letter on printed company letterhead (with VAT number) confirming your residence
  • Employment status within the company
  • That you are a major user of the vehicle
  • A copy of the vehicle rental or lease agreement

Households with a minimum of 1 resident over the age of 70 are automatically entitled to one book of 30 'one-hour visitor parking permits' per year.

Essential user permits

Waltham Forest Council introduced essential user permits in January 2004. These permits are available to anyone from the Fire and Police forces, the Health Authority and Council officers who use a vehicle for essential business use within the borough's boundaries.

Permits can only be issued to vehicles that do not exceed 2.3 metres in height or 5.25 metres in length.

The essential user permits are vehicle specific and are valid for use in:

  • Voucher parking bays
  • Pay and display bays (on street)
  • Free parking bays (i.e. 30 minute bays)
  • Pay and display car parks
  • All permit parking bays with the exception of those reserved for doctors, catering staff (CAT) and market traders (MT)

Application process

Applications for the essential user permits must be supported by documentary proof of employment within the specific service (letter on headed paper). An application form must be completed and signed by the permit user and there is a section to be signed by a Senior Officer who must state why the permit is required, invalid application or permit misuse would result in the permit being revoked without notice.

Permits are single vehicle specific and not transferable between vehicles.

You can also purchase on street parking vouchers for 30 minutes and 1 hour.

For visitor permits you will need to provide two proofs of address. Utility bills must be dated within the last three months.

On-street vouchers can also be purchased from a number of outlets displaying the sign.

Failure to fully comply with the instructions given on the reverse of the voucher could lead to the vehicle being issued with a penalty charge notice or the vehicle being clamped or removed.

30 minute voucher = 80p each

1 hour voucher = £1.30 each

Daily voucher = £7 each (only valid in bays indicating 'Daily Voucher Bay’).

These charges also apply to the on-street pay and display scheme in operation adjacent to the western end of the High Street Walthamstow. The voucher parking schemes and pay and display are not operational on bank and public holiday

How to display your voucher:

On arrival scratch off the Month, Day, Date, Hour and Minute (to the next 5 minutes) to indicate your arrival time. Only One box in each section should be removed using a small coin or fingernail. Then fold top of voucher, facing outwards, over side window nearest kerb facing outwards, over side window nearest kerb or place clearly on the dashboard.

When displaying 2 vouchers they must be marked identically and displayed side by side.

Conditions of use:

You are liable to a penalty charge notice, clamp and removal if you:

1. Fail to clearly display a correctly validated voucher (at all times).

2. Overstay the period of time purchased.

3. Falsely indicate time vehicle was parked.

4. Return to the same parking place within 1 hour of leaving.

5. Replace the initial vouchers.

6. Display more than two vouchers in a bay with a two-hour limit
