The Council aims to clear dumped rubbish from public land within 24 hours of it being reported to us, through the on-line reporting form or Waltham Forest Direct on 020 8496 3000. We will take enforcement action against the offender where possible.
On private land it is the responsibility of the owner or occupier of the land to have fly tipping cleared. The Council can serve legal notice on the owner or occupier to ensure that this occurs.
Fly-tipping clampdown launched
It costs the Council around £1.5 million a year to deal with fly-tipping and with the Council facing budget cuts we need to make every penny count towards our resident’s priorities.
In an attempt to reduce our fly tipping costs as far as possible the borough has launched an education campaign for residents to encourage them not to fly-tip.
Instead they are being urged to take advantage of the Council’s free bulky waste collection service which will take away as many loads of rubbish as they want free of charge as often as required.

Fly-tipping facts
- It costs us £1.5million each year to deal with fly-tips.
- We are taking more action against those who ruin our borough and in 2009-10 we carried out 5,914 enforcement activities including penalty notices and prosecutions, a 70 per cent increase over 2008-09. And already this year* we have taken more than 6,591 enforcement actions.
- 89 per cent of all fly-tips cleared occurred on our public roads and 82 per cent of all fly-tips dealt with involved household rubbish.
