Highways Act 1980 (Section 132):
A person who without authority or reasonable excuse permits or otherwise inscribes or affixes any picture, letter, sign or other mark upon the surface of the highway or upon any tree, structure or works on the highway is guilty of an offence.
Overhanging Vegetation, Hedges etc
Where a hedge, tree or shrubs overhang a highway or any road or footway to which the public have access, so as to endanger or obstruct the free passage of highway users, enforcement notices will be served on offenders, giving 14 days from the date of service to cut or remove the cause of danger/obstruction or interference of the highway.
Enforcement issues are covered under Section 154 of the Highways Act 1980 and offences of this nature are heard at Waltham Forest Magistrates Court.
