Road safety strategy

The Council's Road Safety Plan sets out the strategy based on the Local Authority Association's Road Safety Code of Good Practice.

One third of the target accident reduction is expected to be achieved through the introduction of road engineering measures.

The Council’s Accident Investigation Unit

  • examines accident and casualty trends on a borough wide basis, and produces priority lists of sites for action. The resources available for the introduction of road safety schemes are thus used as effectively as possible to produce the maximum benefit in terms of casualty reduction.
  • carries out road safety audits on highway and traffic schemes in accordance with the Institution of Highways and Transportation guidelines, to ensure high standards of safety.
  • Uses the London Accident Analysis’s system to monitor the road safety performance of highway schemes.

Particular attention is given to providing safe, secure and convenient facilities for vulnerable road user groups. Pedestrians and cyclists suffer the majority of fatal and serious injuries in road accidents in the borough.

Area safety schemes

The Council places great importance on traffic management schemes which prevent or discourage through traffic from using residential streets. These improve the environment of the area and reduce road safety hazards, while allowing adequate access to the premises within each area. They also provide convenient, safer and more pleasant routes for pedestrians and cyclists. As an alternative to road closures, one-way streets and lorry restrictions, traffic calming is regarded as an important method to providing traffic restrictions on minor roads.

Road safety - speed checks

Waltham Forest is working to reduce the road accident casualties in line with the Government's target by the year 2010. The London Safety Camera Partnership has responsibility for the installation of speed cameras within the Borough and these are generally targeted at sites with a high incidence of serious accidents.

Driver awareness

Waltham Forest has an initiative as part of the Local Public Service Agreement to reduce casualties form road accidents by creating driver awareness of speed limits in the Borough. On the main road network this is achieved by the installation of speed reactive signing and other static signing displaying the speed limit. On side residential roads this is achieved by introducing 20mph zones with associated traffic calming.

Pedestrian safety

Accident reduction schemes for pedestrians include a variety of improved pedestrian crossing facilities, (as described in the Pedestrian Strategy section).

Enforcement cameras

Where accidents are mainly caused by drivers "jumping" red traffic signals or by speeding, the Council is introducing enforcement cameras to identify offenders for prosecution by the police, or to deter bad driving habits by their presence.
