What is the Youth Inclusion and Support Panel?
It is an early intervention and crime prevention service aimed at children young people and their families who live in Waltham Forest
It is a voluntary programme for children and young people who are at risk of offending or antisocial behaviour
The Panel is made up of people from different agencies in the borough who provide help and support for children, young people and their families e.g. Education, Health, Social Services and Youth Services.
What does the panel do?
The panel considers a report drawn up by the YISP keyworker, which looks at the behaviour causing concern, and considers ways in which this might be improved. This report is drawn up with the young person and the family and suggests what type of support might help .The panel decides which services the child and family needs how long the support will be needed and recommends which agency should provide the services.
What happens next?
The YISP keyworker works with the young person and their family to put the support plan into operation. This is usually takes between 3 and 6 months. The plan is reviewed at regular intervals.

Who refers a child or young person to the Youth Inclusion and Support Panel?
Referrals can come from a wide range of organisations that have concerns about a young person they are involved with.
Parents and young people may also wish to refer themselves.
Who is eligible?
A child or young person aged 8-17 who:
- Lives in Waltham Forest and, along with her/his parents, agrees to the referral
- Is at risk of offending or anti social behaviour
- Has not received a final warning from the police or been convicted of an offence
- Is in need of a multi agency response
If a young person is assessed and is not suitable for a YISP intervention the child, family and referrer will be advised of suitable agencies that may be able to offer a service.
How do I refer?
Referrals can only be accepted upon receipt of a fully completed YISP including signed consent from a parent. Further information and referral forms can be obtained from:

YISP process
Young person identified as being at risk of involvement in crime or antisocial behaviour a referral form (613KB Word file) is completed including consent form and is returned to YISP office.
YSP keyworker meets with the child/ young person and their family, gathers information from them and from other agencies, completes an assessment and draws up a proposed support plan.
The YISP Panel discusses the report and if appropriate, confirms the Integrated Support Plan (ISP).
YISP keyworker works with young person and their family for the period of the ISP, to ensure the planned support is provided to reduce the risk of offending or antisocial behaviour.
