The Arts and Events Service are part of Cultural Services with Libraries, Museums and Archives and Sport and Leisure. The aim of Cultural Services is to make a significant contribution to the Council’s Vision and Values and the Community Plan.
The Arts and Events Service are committed to improving the quality of life and civic renewal through the development and promotion of opportunities for creative learning and enjoyment of arts and events.
The Arts and Events Service includes the following key activities:
- The co-ordination, development and direct management of a range of formal and informal arts activities with a particular focus on disadvantaged groups
- Developing partnerships with the voluntary arts sector, creative industries, learning providers and community groups to increase opportunities to participate in arts activities
- Management and development of the Changing Room Gallery and East London Drama and Music Centre, Drapers Field
- Commissioning and project management of art in public places
- Promotion, coordination, development and direct management of a range of events and festivals that reflect the cultural diversity of the borough
- Promoting visitor attractions in the borough
- Investigating and co-ordinating applications for additional funding to enhance arts opportunities in the borough particularly for disadvantaged groups

Apex Arts - The Arts Council for Waltham Forest is a registered charity acting as an association of voluntary arts organisations and individuals in the borough, supported by the Council through a contract running until 2010. Apex Arts Arts is a key partner representing the views and aspirations of the voluntary arts and cultural sector. Under its funding contract with the Arts and Events Service Apex Arts undertakes the following activities:
- The delivery of community lead arts activities and festivals
- The distribution of small grants to voluntary arts groups and individual artists
- Advice and support to voluntary arts organisations in the borough
