What is graffiti?

Graffiti can be words, or images that deface or damage the surface of any property.  They may be written, painted, sprayed or scratched. Some Graffiti can be offensive or of a racist nature others may be seen as artistic.

Is it a criminal offence?

Yes, graffiti is anti-social behaviour and an environmental crime. Penalties can range from a £80 fixed penalty notice if issued by the local authority of police to much larger fines if imposed by a Magistrate’s courts.

Who is responsible for removing graffiti?

The Council is only responsible for removing graffiti off public buildings, street furniture or monuments. Bus shelters telephone and electricity boxes are the responsibility of the individual companies who install them.

Does the Council require permission to remove graffiti?

The Council will remove graffiti from private households and other private property only after the owner has given their permission.

The Council has the power to issue a “defacement removal notice” to the property owner, which requires them to remove the graffiti within 28 days. If they fail to do so, the local authority has the right to carry out the removal and recover the costs from the owner of the property.

When can I expect the graffiti to be removed?

The Council is committed to combating the negative impact of anti-social behaviour related activities like graffiti have on the appearance of our environment. Street cleansing staff will aim to remove offensive or racist graffiti from Council owned buildings within one working day of it being reported to us or within one working day once we have owners’ permission if on private buildings.

Do I have to give my contact details to report Graffiti?

No. All reports of Graffiti can be made anonymously. Giving your contact details when reporting incidents of Graffiti is entirely optional.
