The Walthamstow Town Centre Masterplan was developed in partnership with The Prince’s foundation of the Built Environment and key stakeholders, including Transport for London, Greater London Authority, local landowners, businesses, residents and interest groups.

The Interim Planning Policy Framework pulls together appropriate national, regional and local planning policies for the delivery of masterplan. The IPPF is required in order to manage the changes associated with delivering Sustainable Communities and meet the Council’s objectives relating to housing, business support, green space, transport, local services and community facilities. The IPPF provides guidance for development proposals in Walthamstow.

The Masterplan and Interim Planning Policy Framework for Walthamstow Town Centre were approved by the Council’s Cabinet on 20 May 2008. They have been taken through three extensive periods of consultation.

Consultation

The development of the IPPF follows the Area Action Plan (AAP) process as laid out in the Government Guidance Planning Policy Statement 12. The process enables the potential adoption of the IPPF as an AAP when the Council’s Local Development Framework is in place (currently planned for 2010).

Key to the process has been to deliver a masterplan that is shared and supported by all key stakeholders to ensure this widespread community engagement was undertaken.

    The results of that consultation were fed into the development of the final Masterplan and accompanying IPPF.
  • The final round of consultation took place between February – April 2008 on the final IPPF and all comments were recorded in the report that went to Cabinet on 20 May 2008

  • Walthamstow Socio- Economic masterplan: Summary and Implications (2.5MB PDF file)
    This report was produced by Atkins Consultancy in December 2006 and was used to support and inform the option development process. The report shows the results of a 500 household survey, as well as surveys of local business survey and market traders. The report highlights the current use of the town centre, as well as aspirations for the future. It identifies current resident and user demographics and predicts implications of change in both business climate and demographics for the future of the town centre.
