Model of Wathamstow after proposed regeneration

The Interim Planning Policy Framework (IPPF) for Walthamstow is the planning policy delivery mechanism for the Masterplan. It is a non-statutory document but does have material consideration in determining planning applications and draws together key local and regional planning policies, which need to be considered when developing Walthamstow.

The IPPF for Walthamstow is an Area Action Plan for Walthamstow Town Centre. However until the core policies are developed (due to be completed in 2011), the Area Action Plan for Walthamstow can only be an interim framework.

The aim of the IPPF is to provide a clear vision for the future of the Town Centre that is not only supported by the local council, but is also widely supported by other statutory agencies, landowners and the local community through extensive informal and formal consultations.

The objective of the IPPF is to:

  • meet the Council’s objectives for the regeneration of the town centre as set out in the Waltham Forest Regeneration and Investment Strategy, October 2004
  • meet the objectives of national and regional policies on planning and growth based on principles of sustainable development
  • encourage regeneration of the town centre by setting out an agreed way forward for the area
  • address issues for local residents and businesses in line with the Community Strategy vision of a “safer, cleaner and healthier borough, benefiting from its wealth of diversity, where everyone is able to reach their potential”
  • set clear guidelines for developers investing in the town centre

The council has an important role to play and has enlisted the support of The Prince’s Foundation for the Built Environment.

Public consultation will also be used to ensure the IPPF meets the needs, desires and aspirations of residents, community groups, users, businesses and other key stakeholders as far as possible. For further information see:
