This page lists the key documents that developers and landowners should read if they are seeking to get involved in the Blackhorse Lane regeneration project.
Planning framework
The Waltham Forest Unitary Development Plan (first review Adopted March 2006) is the statutory local plan, but the Local Development Framework is in the process of being prepared. You can access both documents from the Council’s planning policy web pages.
The Blackhorse Lane Interim Planning Policy Framework (IPPF) was adopted by the Council in September 2006 as an Interim Planning Policy Framework. The policies it sets out for the Blackhorse Lane area are capable of being ‘material considerations’ when determining planning applications and provide a framework for the period between the time of adoption of the Unitary Development Plan and the introduction of the Waltham Forest Local Development Scheme under the 2004 Act.
As part of the Local Development Framework, the Council intends to develop a Blackhorse Lane Area Action Plan.
Planning and Design Briefs
The Council has also approved planning and design briefs to guide development in two of the key sites in the area: the Station Hub and Waterfront site located directly opposite Blackhorse Road Station, west of Blackhorse Lane and North of Forest Road; and Sutherland Road, which lies just east of Blackhorse Lane about half a mile north of the station.

Planning Obligations Strategy
In February 2009 the Council approved a Blackhorse Lane Planning Obligations Strategy which sets out how developers will be expected to contribute to the cost of schools, parks, public transport and street improvements through a Section 106 ‘tariff’. Developers and landowners should take tariff requirements into account when agreeing the price of land.
The tariff policy was informed by an independent assessment of the likely impact of the proposed Section 106 tariff on the viability of development (see below). You can view the response of the Council to representations received through the public consultation process on the consultations page.
