Draft Blackhorse Lane Urban Design Framework and Planning Briefs for the Station Hub & Waterfront, and Sutherland Road (August 2011)
Maccreanor Lavington, were appointed by the Council and the London Development Agency to produce an Urban Design Framework for Blackhorse Lane to inform the emerging Area Action Plan for the area. Two new Planning and Design Briefs have also been drafted for the Station Hub and Sutherland Road sites, which will supersede the existing briefs for these sites that were adopted in 2007. These planning briefs give more detailed guidance about acceptable forms of development at these sites and set out the delivery strategy.

Planning Obligations Strategy consultation (June-August 2008)
The Council consulted on a draft Blackhorse Lane Planning Obligations Strategy which sets out how developers will be expected to contribute to the cost of schools, parks, public transport and street improvements through ‘Section 106’ payments. You can read the relevant documents below:

Interim Planning Policy Framework and planning briefs consultation (December 2004-July 2006)
The overall plans for the area were developed over a period of nearly two years with the input of over 1,200 people through three major consultation exercises.
First, between December 2004 and February 2005 the Council consulted on some initial ideas for improving Blackhorse Lane. Hundreds of local people gave their feedback as set out in this report:

These views helped to inform the development of three options for the future of the area, with each option envisaging a different scale of development. Formal consultation was undertaken on the three options in November and December 2005. Overall, 550 responses were received, with two thirds supporting Option 3 (most extensive development). Option 3 was developed into a draft planning policy framework and planning and design briefs for key sites, on which the Council consulted in June and July 2006. Many detailed changes were made to the documents as a result of consultation responses.
