Smoky Vehicles

Traffic is one of the main sources of air pollution. Keeping a car well maintained is essential. If you see a vehicle which has a smoky exhaust you can report it to Community Protection Services. The owner of the vehicle will be contacted and asked to check the emissions of the vehicle.  If you wish to report a smoky vehicle please complete the report card below:

Smoke Nuisance

Consumer Protection responds to complaints of nuisance due to dust, fumes or smoke and is able to take enforcement action to prohibit such nuisances. This applies to smoke from chimneys (all of Waltham Forest is a Smoke Control Area where only smokeless fuels may be burned), bonfires etc.

We respond to complaints of nuisance due to dust, fumes or smoke and are able to take enforcement action to prohibit such nuisances. This applies to smoke from chimneys (all of Waltham Forest is a Smoke Control Area where only smokeless fuels may be burned), bonfires etc. We operate a smoky vehicle reporting scheme under which anyone may report sightings of smoky lorries, buses and other commercial vehicles. We pass the information on to the Department of Environment, Transport and the Regions who may require the owner to submit the vehicle for testing.

Clean Air Act 1993

Black smoke emissions from stationary sources are controlled under the provision of the Clean Air Act 1993. Also this legislation enforces the installment of pollution abatement technologies and where necessary approval of chimney heights (not applicable to residences, shops or offices).
