In September 2010, the Council adopted the Open Space Strategy for the borough. Using data gathered through surveys and consultation with residents, the strategy reports on the amount, location and quality of open space in the borough. The strategy is intended to last until 2020 and it contains an action plan for the first three years of this ten year period.

With over 30 per cent consisting of open space, Waltham Forest is a very green borough, however this is not evenly distributed across the authority's area. The Council's vision is that everyone has a good quality open space within easy reach and the strategy looks at whether and where this is provided; and what is needed to improve the situation. In particular the strategy puts forward actions to improve the worst quality open spaces while maintaining standards and winning awards for the highest quality green spaces.
