The Freedom of Information Act 2000 became fully operational from 1 January 2005. It provides for a general right of access to all types of "recorded" information held by the council, apart from a number of exemptions that are specified in the Act.

The London Borough of Waltham Forest strives to maintain a culture of honest, open, decision making. The council recognises the importance of public awareness of decisions made by the council, and sees the Freedom of Infomation Act as a means of facilitating this awareness.

The introduction of the Act is welcomed by the council as an opportunity to improve the ways in which it manages its information and informs the public, and to modernise its records management policy.
