Background
The Civil Partnership Act 2004
The Civil Partnership Act 2004 received Royal Assent on 18 November 2004. The Act allows same-sex couples who wish to have legal recognition of their partnership, to sign the Register and have similar rights to married heterosexual couples.
The time gap from when it received Royal Assent and became law in November 2004 until the implementation date of 5th December 2005 was to allow for all the administrative and operational changes to be made and implemented.
