Arcade proposals status

Exciting new proposals for a landmark development by the Council’s preferred developer, St Modwen, were displayed earlier in the year in Walthamstow town centre. St Modwen ran a series of public exhibitions in the town square next to Walthamstow library as the first stage of public consultation on its proposals prior to making a planning application.

The potential developers have been discussing terms with prospective occupiers for the commercial space. This has of course been a harder exercise due to the well publicised problems in the financial and property markets but it is now expected that a planning application will be made in early 2009.

The concept is for a striking mixed-use development on the gateway site at the junction of Hoe Street and High Street. As well as retail space, the scheme is expected to contain a cinema, restaurant space, and affordable housing including three and four bedroom family homes. The potential for inclusion of hotel and other leisure uses is also being explored.

Consultation was one of the key criteria of the tender process, and St Modwen has committed to undertaking significant consultation with the community on its proposals. The final scheme will require planning permission in the usual way, and consultation will be undertaken as part of this process to ensure the local community’s views are taken into account.
