Community Facilities Audit
The Council commissioned some research to look at the provision of community facilities in the Blackhorse Lane area to help target any improvements. This report is a summary of the research findings.

Sustainability Appraisal
This independent report appraises the impact on sustainability objectives of the three development options and the draft Interim Planning Policy Framework. It concludes that the draft planning framework is the option likely to contribute most positively to sustainability objectives and is therefore supported as the preferred option.
Habitats Regulations Assessment
Under European law, the Lee Valley reservoirs are protected site for wildlife and plans that could have an impact on its wildlife must be assessed against what are known as the Habitats Regulations. These two reports present the results of independent research into the likely impact of the Blackhorse Lane plans on the local wildlife and measures that should be incorporated into the plans to ensure wildlife is protected.

Development Viability Study
In order inform the Council’s Blackhorse Lane Planning Obligations Strategy (see Funding page) the Council commissioned an independent assessment of the likely impact of the proposed Section 106 tariff on the viability of development.
