This page gives details of the training available from the Waltham Forest Local Safeguarding Children Board, who it's for, and how to apply for it. Multi-agency training is informed by the framework provided in the London Safeguarding Children Board document Competence Matters.

Training Needs Analysis

We are currently running a training needs analysis and have sent out forms to both statutory and PVI groups in the borough. The analysis will be used to formulate the LSCB training schedule for the year 2008-09 from September 2008 to July 2009.

Multi-agency training

Even if you are booked onto a course below, you must regularly check your e-mail address that you supplied on your application form as it is possible that courses can be cancelled if under-subscribed, and should this be the case you will notified via that e-mail address. Once a course is confirmed to go ahead all delegates will be sent joining instructions and should you be unable to attend you must notify the LSCB administrator by an e-mail.

All training is free. Refreshments and lunch will be provided.

First Friday Seminars

The First Friday Seminars are a free monthly two hour seminar on a range of safeguarding issues and open to all professionals whose work involves issues related to safeguarding children and young people. Lunch is provided and due to high demand potential delegates are advised to apply for a place as early as possible to avoid dissapointment.

Children Act 2004 training

The Children Act 2004 sets out new duties to ensure that all agencies have regarding the need to safeguard and promote the welfare of children. As part of our programme for change in Waltham Forest, all agencies will need to ensure that their staff are competent and confident to carry out their responsibilities to children and young people. Inter-agency working is an essential feature of all training in safeguarding and promoting the welfare of children.

The Professional Development sub-group of the LSCB is responsible for managing the identification of local training needs in order to plan and commission effective training. It aims to develop a training programme in line with ‘Competence Matters’, which is a London wide multi agency training framework designed to improve the quality, content and delivery of Safeguarding training.

The development of this LSCB training programme reflects a commitment to your training and development. Everyone’s role and participation in these courses will contribute to our effective working and improved safety and well-being for children in our area.

Competence Matters


This comprehensive framework for safeguarding children was set out in 2004 by the London Child Protection Committee (LCPC) Training Sub Group and originated from ongoing discussions about the degree and scope to which the quality of content and delivery of safeguarding children training varied across London.

Following the recommendations from the Victoria Climbié Inquiry and the publication of the Department for Education and Skills’ (DfES) generic multi-agency safeguarding children training programme, the LCPC identified an opportunity to improve the quality of safeguarding children training by the development of a comprehensive framework.

The framework offers detailed guidance for the development of a complete safeguarding children training programme. It has been designed to support and assist Local Safeguarding Children Boards to develop and manage comprehensive training programmes that meet required standards and locally identified needs. The framework is designed to act as the basis for this programme, with each individual LSCB taking into account local factors, such as feedback from serious case reviews, and the needs of local organisations and services when planning their training. Ensuring the provision of multi-agency training is one of the key responsibilities of the LSCB.

How to apply

It is the responsibility of the individual agency to prioritise their staff for places on training courses. Advice about suitability can be sought via the LSCB administrator (see below for contact details). Places are allocated to reflect the multi-agency framework for the training and not on a first come first served basis. The LSCB tries to ensure that all agencies are represented where possible.

Successful applicants will receive joining instructions at least three weeks prior to the course. If these do not arrive course applicants must take responsibility for ensuring that they have been allocated a place.

Courses are free of charge, however delegates should be aware that failure to attend a course results in their agency being charged a fee of £80 per day.
