Re-commissioning of Outcome Based Homecare Services

The London Borough of Waltham Forest is working with its Service Users to improve and re-commission its homecare services. Up until now the service has been a traditional activity based model, but needs to be transformed into an outcome based model which supports people to live independently and promotes a better quality of life. In order to realise this new service vision the Council wishes to select up to four partners with whom it will make this critical three-year journey.

The partners will join with the Council in establishing “The Outcomes Partnership” which will be the engine of change. Underpinning this Partnership will be legal contracts, which will be let in four lots of approximately £1 million p.a. each. However, it will be an objective of the Partnership to reduce the level of services demanded over the lifetime of the contract, as service users are enabled to become their own commissioner in accord with the personalisation agenda.

It is unlikely that any single provider will be able to provide all the different elements of the service, which will range from preventive services through to integrated packages of health and social care, which will be jointly commissioned by the Council with the Waltham Forest PCT. The Council is therefore happy to accept proposals that are based on a consortia model and in particular, one where there is a ‘main contractor’ with a supply chain of ‘sub-contractors’.

The Council, supported by Supply London, ran two workshops on 9 April 2008 to provide information to SME’s (small and medium enterprises) about a main contractor and sub-contractor relationship. Copies of the presentations are available to download on the right. For providers who are interested in becoming a sub-contractor, there is a sub-contractor profile for completion. The Council will publish these profiles in an electronic directory in order that potential sub-contractors may promote themselves to principle bidders. Sub-contractors may be involved in multiple applications i.e. be included in more than one bid. However principle bidders may only submit one pre-qualification questionnaire (PQQ).

The timetable for the re-tendering process and an information memorandum has been produced which sets out the vision in more detail and the bidding process leading to contract award. The information memorandum includes a request form for a PQQ. The PQQ will only be sent to organisations that meet the minimum set of criteria, which are set out in a self-declaration on the request form.
