What is a Disabled Persons Freedom Pass?

It's a pass that entitles the holder to:

  • Free travel on London Underground, London Overground, buses, Docklands Light Railway and tram services at all times
  • Free travel on National Rail within London is available from 9.30am Mondays to Fridays and all day weekends and public holidays

Eligibility: Do I qualify for a Freedom Pass?

You may be eligible for a pass if you:

  • Are blind or partially sighted
  • Are profoundly or seriously deaf
  • Are without speech
  • Have a disability or injury which has a substantial and long term adverse effect on your ability to walk. This includes people who receive the higher rate of the mobility component of Disability Living allowance
  • Are without arms or have long-term loss of use of both arms
  • Have a learning disability
  • Applied for the grant of a license to drive a motor vehicle would have their application refused on the basis of physical fitness, but not on the grounds of persistent misuse of drugs or alcohol

In addition a ‘London Only’ pass is available for people with a mental health disability. To qualify, the applicant must be regularly attending a day service in relation to their treatment and must provide a supporting letter from their Community Psychiatric Nurse or Psychiatrist.

Medical conditions that do not qualify for a Disabled Persons Freedom Pass

People with the following medical conditions are not eligible for a pass:

  • Asthma
  • Broken limbs
  • Cholesterol
  • Crohns disease
  • Diabetes
  • Dizziness
  • Dyspraxia
  • Dyslexia
  • Gout
  • Headaches
  • High blood pressure
  • Leg ulcers
  • Obesity, Old age
  • Panic attacks
  • Phobias
  • Sickle cell anaemia
  • Varicous veins
  • Vertigo

How do I apply for a Disabled Persons Freedom Pass?

You need to supply the following with your application:

  • Two passport size photographs, with your name and the date printed on the back
  • A copy of proof of your address such as a current Council Tax bill, a tenancy agreement or a utility bill dated within the last three months
  • A copy of confirmation of identity such as a National Insurance card, medical card or passport
  • A copy of evidence of higher rate mobility component of Disability Living Allowance or War Pensioners’ Mobility Supplement (if applicable) or a supporting letter if you are applying for a London Only pass under the mental health criteria

To report your freedom pass lost, stolen or faulty contact London Councils on 0845 275 7054 Monday-Friday, 9am-5pm.
