The Learning Disability Partnership was created as a special agreement in 2003 together with the London Borough of Redbridge, the London Borough of Waltham Forest, NHS Redbridge and NHS Waltham Forest. The London Borough of Redbridge takes a lead in the Partnership. The London Boroughs of Redbridge and Waltham Forest, and their co-terminus Primary Care Trusts signed a S75 partnership agreement in March 2008.

The vision for the partnership is to become a centre of excellence for specialist learning disability services. Making best use of both human and financial resources, our vision is based on principles embodied in the Government White Paper 'Valuing People': we seek to place service users and carers at the centre of our services and planning.

The Head of Service, Sheenagh Burgess, came in to post in September 2003, and has three Service Managers reporting to her.

The Service Manager Operational Commissioning manages the two, borough based integrated health and social care teams. This post is currently held by Karen Morrell. The Service Manager for Strategic Commissioning is Jackie Collins. Accommodation and Day services are managed by Mary Byrne.

People with a learning disability and their carers are our customers. The Partnership has pooled budgets of over £65 million, and a staff group of around 250, and is confident that it will continue to build an organisation developing an exciting range of services meeting the needs of service users and carers in the two boroughs.

The Partnership is committed to working in partnership with a wide range of organisations including local health services, voluntary organisations, housing providers and private sector service providers. It values the diversity of background, skills and expertise of its staff and is keen to become an organisation noted for its good practice and 'learning culture'.

The Partnership includes

  • Integrated health and social care teams which include assessment, care management and specialist health care (psychiatry, nursing, psychology, speech and language therapy, occupational therapy, physiotherapy and creative therapy)
  • A range of day opportunities, both centre and community based;
  • Short breaks provided in a residential setting
  • Adult family placements
  • Residential care
  • A range of supported living situations, and support provided to people in their own homes.
