Clamping and removal of cars
Vehicles that park in contravention on the public highway, footway or within any council owned car park may be removed and impounded immediately after being issued a Penalty Charge Notice.
If you suspect your vehicle may have been removed, you should contact TRACE 0845 206 8602, who may be able to confirm if your vehicle has been removed to a pound.
Unless you have an outstanding PCN that has gone to warrant stage (bailiffs) or your vehicle has been stolen (in which case you should contact the police) your vehicle is likely to be at the Council's main car pound.
Please note: If your vehicle has been removed because you have an outstanding PCN that has progressed to warrant stage, you will need to contact the bailiff company that your debt was assigned to. Retrieving your vehicle
Before your vehicle is released from the pound you will need to provide proof of identity, ownership of a vehicle and pay all charges (PCN, release fee and any storage charges).
In our effort to protect your property against theft, the production of car keys as a proof of ownership of a vehicle will not be accepted.
Before a vehicle can be released to the alleged owner, two forms of documentation must be produced.
Details of Vehicle: This can be one of the following:
- Vehicle Registration Document (V5)
- Certificate of Insurance
- Bill of sale
- HP agreement for the vehicle
Owners details: One of the following:
- Driving licence
- Utility bill (gas, electricity, water) Not more than 3 months old
- Council tax bill
- Telephone bill. Not more than three months old
- Current passport
- Council rent card or tenancy agreement
- Bank statements. Not more than 3 months old
- National Identity Card (Overseas Visitors)
Note: The name and address details of both 1 and 2 must be the same
Claiming a company vehicle
If you are claiming a company vehicle then please bring the company log-book or leasing agreement and an authorisation letter or company photo ID (faxed copies will be accepted).
Collecting a vehicle on behalf of the owner
In the event of a vehicle being collected on behalf of the owner, a letter of authority will be necessary from the owner, giving permission to the PERSON NAMED, in addition to proof of ownership. Identification will also be required for the person collecting the vehicle i.e. passport, driving licence.
Courtesy cars/lease cars
- Copy of the courtesy/lease car agreement or a fax from the Company supplying the car giving details of authorised driver(s)
- Identification for driver i.e. passport, driving licence
Company cars
- A fax from the company that owns the car giving details of the person in whose possession the vehicle should be
- A faxed copy from the company of the registration certificate or certificate of insurance
- Identification for driver i.e. passport, driving licence
What happens next?
When these requirements have been satisfied, the vehicle can then be released on payment of the Penalty Charge Notice, removal charge and any storage incurred.
Charges
The charges relating to these operations are standard throughout London and are approved by the Mayor of London and Secretary of State for Transport.
Payment by cash, credit or debit cards. NB American Express and Diners Club cards are not accepted.
Penalty charge notice (PCN) plus:
- Release from clamp: £70 and Penalty Charge Notice
- Release from pound: £200 and Penalty Charge Notice
- Storage charge at pound: £40 per day
- Vehicle disposal from pound: £70
The only property that can be released from any vehicle without payment being made are medical preparations, mobility / baby aids, ID and payment items.
NB Copies of ID etc are retained to help prevent fraud in accordance with the Data Protection Act
Contact Waltham Forest Parking Services if you think you should not have been clamped or removed because you had exceptional reasons for parking where you did you should make a representation. Before a representation can be made, the clamp or pound release fees/storage charges along with any relevant Penalty Charge Notice have to be paid.
Your representation must be received within 28 days of your vehicle being released. Once the representation is received the London Borough of Waltham Forest must respond fully within 56 days.

What happens next?
Once we have received your letter, we will consider your case.
If we accept your representation, we will refund the amount paid. If the payment was made by credit/debit card we will credit the card used to make payment.
If the representation is rejected you will receive a formal ‘Rejection letter’, attached will be a form which you gives instructions on ‘Your Right to Appeal’. This form should be submitted to the Parking and Traffic Appeals Service. An appeal to this service cannot be made until we have first rejected a representation.
