Traffic schemes are usually designed and installed, as the result of an accident problem, following requests from residents or as part of a national policy (e.g. the introduction of 20mph zones).

Traffic schemes 2012/13

Forest Road improvement scheme

The council is seeking views on plans to improve the safety, layout and visual appearance of Forest Road between Greenleaf Road and The Bell, including making the street environment more attractive outside Lloyd Park and William Morris Gallery. The scheme is explained further in the consultation leaflet, which can be downloaded from the council’s website. Large-scale plans are also on display at Walthamstow Central Library (High Street, E17 7JN) until the end of the consultation period, 18 March 2013.

Whipps Cross North - Consultation on possible change of operating hours

The results of the consultation showed a range of views on the proposed days and times of the scheme.

Overall, the majority of residents (56%) voted in favour of weekend controls (Saturday, Sunday or both). However, there were also a significant number of people who felt that the operating times are unnecessarily long and too restrictive for their visitors. As a compromise, the days of control will be reduced to Monday – Saturday, 8.30am – 6.30pm.

Whipps Cross South - Consultation on possible change of operating hours

The results of the consultation show a range of opinions, when the area is considered as a whole.

The majority of respondents from the roads closest to the hospital i.e. Clare Rd, Colworth Rd, Forest Rd (between Leytonstone School and Clare Rd) and James Lane (between Leytonstone School and Clare Rd) are in favour of retaining the current times of control i.e. 51% in favour of Mon-Sun and 41% in favour of 8am-9pm. These roads will continue to have parking controls covering Monday – Sunday, 8am - 9pm.

For the remaining roads, there was majority support for Monday – Friday (58%). The options chosen for the hours of control were divided across all categories, but there was majority support for a reduction i.e. only 29% voted to retain 8am-9pm. The new times of control for this area will be Monday – Friday, 9am - 6pm.

Lloyd Park area cycle access improvements

Highams Park area - Proposed Permit Parking Scheme

Highams Park area - Proposed Permit Parking Scheme consultation results

The results of the Controlled Parking Zone (CPZ) consultation in the Highams Park area have revealed that a few roads within the consulted area showed support for the introduction of a controlled parking zone. However, as a result of there being no identifiable area of support where it could be practical to introduce a controlled parking zone, the council has decided not to progress with a controlled parking zone in the Highams Park area.

North Chingford area - Proposed Permit Parking Scheme

North Chingford area - Proposed Permit Parking Scheme consultation results

The results of the Controlled Parking Zone (CPZ) consultation in the North Chingford area have revealed a number of areas that have chosen to have a CPZ introduced, while the majority have voted against the idea.

In line with the Council’s Permit parking Policy, approval has been given to introduce parking controls within following streets: Cart Lane, Connaught Road, Cross Road, Garfield Road, Springfield Road, Stanley Road and Queens’s Grove Road. There were a total of 67% of respondents in favour of introducing a permit parking scheme in their street.

The new permit parking area will be called North Chingford (NC) and the hours of operation will be Monday to Friday, 10am to 4pm. Those residents have already received letters informing them of the result.

Fulbourne Road area - Proposed Permit Parking Scheme

Fulbourne Road area - Proposed Permit Parking Scheme consultation results

The results of the Controlled Parking Zone (CPZ) consultation in the Fulbourne Road E17 area have revealed that Spruce Hills Road, Clifford Road and Kingsley Road have chosen to have a CPZ introduced in their street.

In line with the Council’s Permit parking Policy, approval has been given to introduce parking controls in these roads. There were 60% of respondents in support from Spruce Hills Road and 60% of respondents in support from Clifford Road and Kingsley Road.

The new permit parking areas will be named as Spruce Hills (SP) and Fulbourne West (FW). The hours of operation will be Monday to Friday, 10am to 4pm. Residents within the consultation area have already received letters informing them of the result.

The results of the Controlled Parking Zone (CPZ) consultation in the south of the borough have revealed a number of areas that have chosen to have a CPZ introduced, while the majority have voted against the idea.

Approved areas

Several areas will now be added to existing CPZs following the positive response of households in those roads. Those residents have already received letters informing them of the result.

The results for those areas that have voted in favour for permit parking restrictions, as well as the zones in which they will be included within, are detailed below.

In all other areas a programme is underway for the removal of signs and posts. These works are due to be completed by December 2012.

SB area

Bickley Road will be included within the existing SB zone.

Traffic Management Orders

Traffic Management Orders (TMOs) are documents which provide the legal backing for the enforcement of road, traffic or parking schemes under the relevant national legislation.

There are three different types of TMOs:

Permanent Orders

Permanent orders give rise to the majority of signs and lines that are placed on streets. Examples of these are:

  • Single/double yellow lines
  • Parking spaces
  • Banned turns
  • One-ways
  • Speed limits

Please note, not all on street restrictions require an order, box junctions are one example.

Experimental Orders

Experimental orders are used to enable the Council to monitor the effect and vary as necessary. The duration of an experimental order lasts no more than eighteen months before they are either abandoned, amended or made permanent.

Temporary Orders

Temporary orders are made following a requirement to temporarily prohibit, restrict or suspend the use of a road as a result of highway/utility works, street cleansing or situations that are likely to be a danger to the public (eg. falling debris). Orders are for a maximum period of eighteen months or six months if affecting a footway that is separate from a main highway.

The Council can immediately issue a temporary notice to prohibit, restrict or suspend the use of a road following an emergency (e.g. burst water main).

TMO Procedures

By law, the Council are required to publish notices in a local newspaper which advertise the proposal and effects of TMOs. In some cases the notices are published in the London Gazette.

If the Council feels additional publicity is needed for a TMO they can choose to erect notices on lamp columns in the street to which any TMO proposal relates.

In the case of permanent and experimental orders the Council must consult statutory bodies such as the Police, Ambulance, Fire Brigade, Bus Operators, Road Haulage Association and Freight Transport Association. Also, other groups such as the Cyclist and/or Pedestrian Associations will be contacted if any TMOs affect them.

A temporary order does not require any consultation but the emergency services must be notified of its effect.

How to object to a TMO

The way in which you can object to a proposed TMO is always outlined in the Public Notice and a time period is usually given when letters of objections should be received by. The Council are legally obliged to consider every letter that is sent, replies to which must be made.

After the making of a TMO, if the public feel the Council have not followed the correct procedures in making the order they can appeal to the High Court within six weeks of the TMO being made.

Road Humps and Pedestrian Crossings

TMOs are not required for road humps or pedestrian crossings but similar procedures with regards to Public Notices and objections apply.
